Principle X of the Rio Declaration states:

“Environmental problems represent as the best addressed with the participation of all concerned citizens at the appropriate level. At the national level, each individual must have adequate access to environmental information held by public authorities, including information on hazardous substances and activities in their community, and the opportunity to participate in the decision-making process. States will support and foster public awareness and participation by making information widely available. Effective access to court and administrative proceedings, including redress and remediation, will be ensured. ”
Accordingly, on June 5, 2013, at the session of the Committee on Environmental Protection of the National Assembly of the Republic of Serbia, and at the initiative of seven civil society organizations, the “Green Chair” was established. The “Green Chair” is a mechanism that facilitates the participation of civil society organizations in the work of the Environmental Protection Committee of the National Assembly of the Republic of Serbia. Its mission is to improve communication with the legislative branch, through the established mechanism, and to influence the improvement of environmental legislation, improving the situation in this sector, both through sectoral expertise of their organizations, as well as pointing out specific problems from the local level, bearing in mind that organizations gathering around the “Green Chair” come from all over Serbia.
